Board of Education

The Brea Olinda Unified School District Board of Education, comprised of seven elected members, is the governing body of the District, which acts during legally constituted meetings in which a quorum of the Board is present.  It derives its powers from the Constitution and Statutes of the State of California. The government of the school is vested in the Board of Education.  The Board of Education represents the people of the District.  It functions as a goal setting, policy making and evaluating body.  The Board has complete jurisdiction over the District, its programs, employees, pupils, building sites and equipment.  Board members occupy unique roles because they are also citizens, and, in some cases, parents.  This unique status causes Board members to have a special responsibility when they are acting as citizens or parents because their elected positions carry a great deal of prestige and visibility.

Board members are elected by the public to work for the best education interest of all of its students.

The Board meets the second and fourth Monday of each month at 7:00 p.m. The schedule can vary during the summer and holidays.  Meetings are held at the Brea Cicvic/Cultural Center Council Chambers, 1 Civic Center Circle, Brea,  92821.   For more information, call 714-990-7800.

Kevin J. Hobby was elected to the Board in 2008. He holds a Bachelor of Science in Fire Protection and Safety Engineering from Oklahoma State University. Prior to joining the Board, he served on Brea Educational Foundation Board of Directors, Olinda Elementary Site Council, Birch Street New School Design Committee and is currently a member of Olinda School PTO and Country Hills School PTA. Kevin is a Senior Risk Management Professional at the Alliance of Schools for Cooperative Insurance Programs, one of the largest public school insurance joint powers authority in the State of California and is the owner of Code Consulting Group, LLC. He is the proud father of three kids, two sons and one daughter. Kevin is also proud of the many accomplishments of Brea Olinda Unified School District, its students and its employees. He knows that through working together, our schools and programs will continue to receive state and national recognition for excellence.

Rod Todd, Board President, was first elected to the Board in 2004 and re-elected in 2008. Prior to that, he served forty years in public education. He taught elementary school for ten years,  was an elementary vice principal for two years ,an elementary school principal for eight years, a middle school principal for five years, (during  his tenure, Montebello Intermediate was recognized as a California Distinguished School as well as a National School of Excellence). Rod was a high school principal for thirteen years and finally a district office administrator for three years.

Rod's dedication to children, their lives, and education is predicated on his belief that children come first.  He is proud of the exemplary schools, dedicated staffs and the programs this District offers its students. Rod firmly believes Brea Olinda Unified is one of the finest districts in the state.

Rod  has served on the School Site Councils of both Fanning Elementary and Brea Junior High School. He has also served as the Treasurer of the BOHS Band Boosters. He  has represented the District on the Brea Family Resource Center Advisory Board.  In 2008 he was elected  President of the Board and is currently, the Board Clerk. 

Rod has a B.A. in Elementary Education, an M.A. in Administration, both from CSULA, with additional post graduate work at Loyola University. He holds lifetime California credentials in teaching (grades K-8), adult education and administration (grades K-14).

Alicia Maciel was provisionally appointed by the Board to fill a vacancy on the Board of Education.  She will serve the BOUSD community as a Board member for the remainder of the vacant term, which expires December, 2014.

Mrs. Maciel is currently Executive Director of Strategic Development & Partnerships at THINK Together, California’s largest nonprofit provider of academic support programs to low-income students. Alicia oversees the alignment of fund development with organizational goals and priorities.  She manages a portfolio of high-profile donors and oversees fund development’s direct mail campaigns, special events, and the organization’s Marketing and Communications Department.  Prior to joining THINK Together, she worked with nonprofit and for-profit executive and interdepartmental project teams to develop thorough strategic and leadership development plans as Principal of On the RISE. Throughout her career, she has contributed to organizations such as Chevron Corporation, The Walt Disney Company, Kraft Foods and the UCI Medical Center. She also taught management courses related to entrepreneurial leadership and launching new ventures at California State University, Fullerton. 

Alicia holds a bachelor’s in business administration from the UC Berkeley and an MBA from Harvard Business School.  She is on the Board of the Orange County Hispanic Chamber of Commerce and on the Advisory Council of the Brea Education Foundation.  Alicia and her husband Peter have been living in Brea since 1998, their two boys attend school in the Brea Olinda Unified School District.

Bill R. Hall, Clerk, was first elected to the Board of Education in November, 2006.  As the parent of two boys currently attending elementary school in our District, Bill continues to be a strong supporter of Brea teachers, parents and District staff.  Bill’s commitment to high academic standards, school safety and sound fiscal policies has been his primary focus during his first term in office.  Bill believes that Brea schools are the best in Orange County thanks to active parents and high expectations.

Bill is a graduate of USC’s School of Public Administration where he earned his B.S. degree in 1986.  Bill completed post graduate work as a CORO Fellow in their Public Affairs Leadership program and also graduated from Mount San Antonio College.  As a member of the Brea Community since 1998 he has served as the Chairman of the Parks, Recreation and Human Services Commission, a member of the Brea Family Resource Center, the Senior Citizens Advisory Board, President of Brea’s Orange County Youth Foundation, and President of the Brea Lions Club.  Bill has been married to his wife, Liz, for sixteen years and they are both active PTO members.

 Teresa Hampson


A veteran high school and middle school language arts and history teacher, reading lab director, and GATE consultant, as well as an experienced university student teacher trainer, Teresa Hampson served as a classroom volunteer, a PTA, scout and community leader, and a Brea Cultural Arts Commissioner before being elected to the school board in 1994. She began her career as a news reporter, university public information officer, and event manager, authored Brea: Celebrating 75 Years and the school district’s centennial history, and currently works as a nonprofit communications consultant and grant writer, as well as co-director of the Brea 8K Classic Race. The proud mother of three BOUSD K-12 honors graduates, she long has been an advocate of careful spending, strong staff and student support, academic challenge, character education, and the arts. She especially enjoys photography, hiking, making mosaics, gardening, working with kids, and lending a hand to Habitat for Humanity.

Joe Rollino, Vice President, was first elected to the Board in November, 1998, and is now serving in his fourth term as a Board member.  After moving into the Brea community in 1989, Mr. Rollino and his wife Corinne have raised their four sons in Brea and all have attended Brea schools, with the youngest graduating in 2011.  Being a local businessman with several locations throughout the community, Joe has turned his vested interest in Brea’s educational system into an opportunity to give back to the community through his service on the Board.

During his time on the Board, Mr. Rollino has remained passionate about providing exceptional educational opportunities for all students in the District.  He has brought his  successful and intuitive business sense to shaping the vision and decisions of the District that continue to support quality programs and outcomes for all students, even during times of declining resources.
