Board of Education



Nicole Colon, Board President, was provisionally appointed by the Board to fill a vacancy on the Board of Education. She served the BOUSD community as a Board member for the remainder of the vacant term, which expired November 30, 2014. Mrs. Colon was elected in November, 2014 to serve a four-year term.

Nicole has lived in the City of Brea for the past 18 years. She is married with two children who attend the Brea Olinda Unified School District. Nicole has a Bachelor of Science in Business from the University of Redlands where she graduated with honors. She has worked for two major mutual fund companies in Orange County and currently works part time for Spidell Publishing.

Nicole is an avid community volunteer. Over the years she has done work with the Cystic Fibrosis Foundation, MOMs Club of Brea, Girl Scouts and the Brea Education Foundation. She has also been active throughout the schools for the past eight years by serving on Fanning Elementary School Site Council and PTA, Brea Junior High PTA, Olinda PTO Box Top Coordinator, and as a Laurel After-School Reading Program Volunteer. Through her work experience and dedication to the families of Brea, Nicole has developed the tools to be an effective leader for Brea's schools.

Provisional Appointment by the Board on July 22, 2013 to serve the term from July 22, 2013, to November 30, 2014.  She was elected in November 2014 to serve a four-year term.

Carrie Flanders, Board Vice President, was elected to the Board of Education in November 2014.  She has lived in the City of Brea for 31 years and is a product of the Brea Olinda Unified School District, having attended elementary through high school in BOUSD.  She graduated from California State University, Fullerton with a Bachelor’s Degree in Child Development and a Multi-Subject Teaching Credential.

After college, Carrie went on to become an elementary school teacher for Anaheim City School District where she was fortunate to have the opportunity to adopt her oldest son. Carrie and Steve, her husband of 23 years, also have three additional children who all attend BOUSD schools.

Having always had a passion for education, Carrie has stayed involved in one form or another her entire life. She has been a volunteer in BOUSD for 10 years on a variety of levels ranging from a classroom volunteer, PTO Read Around Coordinator, PTO President, School Site Council Member, BOHS Cheer Booster Board Secretary and President, and a substitute teacher for BOUSD.

Carrie has been an active member of the community, serving on the Planning Commission for the City of Brea for two years and an active member of the Brea Rotary Club, an organization committed to giving back to the community of Brea.

Carrie’s experience as an educator, parent, participant in the family business, school and community volunteer leader, and Rotarian has provided her with a variety of perspectives to offer as a School Board Member. She values public education and is dedicated to making decisions based on the needs of the students in BOUSD.

Kevin J. Hobby, Board Clerk, was elected to the Board in 2008. He holds a Bachelor of Science in Fire Protection and Safety Engineering from Oklahoma State University. Prior to joining the Board, he was involved with various groups including the Brea Education Foundation Board of Directors, Olinda Elementary School Site Council, the design committee for the new Olinda Elementary School and has been a member of  various school PTO and PTA organizations.

Kevin is currently the Director of Facilities, Maintenance, and Operations for Garvey School District, the second oldest school district in Los Angeles County.  He is also an owner of Code Consulting Group, LLC, a fire protection engineering and code consulting company. He is the proud father of three children, two sons and one daughter, who attend BOUSD schools.  Kevin's wife, Angela, is a graduate of both University of California at Los Angeles (UCLA) and National University and is a special education teacher.  Kevin and Angela attend Eastside Christian Church in Anaheim.

Kevin is also proud of the many accomplishments of Brea Olinda Unified School District, its students and its employees. He knows that through working together, Brea schools and programs will continue to receive state and national recognition for excellence.

Bill R. Hall, Board Member, was first elected to the Board of Education in November, 2006. As the parent of one boy at Brea Junior High and another at Brea Olinda High School, Bill is a strong supporter of Brea teachers, parents, and district staff.  Bill's commitment to high academic standards, school safety and sound fiscal policies have guided his decision-making process during his tenure on the Board. Bill believes Brea schools are the best in Orange County, but improvement is always possible. Thanks to active parents, committed staff, and a strong community, Brea students continue to thrive and succeed.  It is Bill's belief that "every decision the Board makes needs to benefit our students, support our staff, and bring value to our community".

Bill is a graduate of USC’s School of Public Administration and completed post graduate work as a CORO Fellow in their Public Affairs Leadership program based in St. Louis, MO. He attended and graduated from Mt. San Antonio College in Walnut and is a product of the Hacienda La Puente Unified School District. As a member of the Brea Community since 1998, he has served as the Chairman of the Parks, Recreation and Human Services Commission, a member of the Brea Family Resource Center, the Brea Senior Citizens Advisory Board, President of the Brea Lions Club and President of the Orange County Youth Foundation. Bill and his wife, Liz, have been married for 21 years.

Rod Todd

Rod Todd, Board Member, was first elected to the Board in 2004 and re-elected in 2008. Most recently, Rod was provisionally appointed by the Board to fill a vacancy on the Board of Education. Prior to that, he served forty years in public education. He taught elementary school for ten years,  was an elementary vice principal for two years, an elementary school principal for eight years, a middle school principal for five years, (during  his tenure, Montebello Intermediate was recognized as a California Distinguished School as well as a National School of Excellence). Rod was a high school principal for thirteen years and a district office administrator for three years.

Rod's dedication to children, their lives, and education is predicated on his belief that children come first.  He is proud of the exemplary schools, dedicated staffs and the programs this District offers its students. Rod firmly believes Brea Olinda Unified is one of the finest districts in the state.

Rod has served on the School Site Councils of both Fanning Elementary and Brea Junior High School. He has also served as the Treasurer of the BOHS Band Boosters. He has represented the District on the Brea Family Resource Center Advisory Board.  In 2008 he was elected  President of the Board and is currently the Board Clerk. 

Rod has a B.A. in Elementary Education, an M.A. in Administration, both from CSULA, with additional post-graduate work at Loyola University. He holds lifetime California credentials in teaching (grades K-8), adult education and administration (grades K-14).
